PROCEDURE FOR PEER REVIEW OF SCIENTIFIC MANUSCRIPTS
Materials received from the author undergo an initial technical check for completeness and correctness of formatting according to the requirements at the first stage.
The Editor-in-Chief (Deputy Editor-in-Chief) of the journal sends the article for peer review according to the direction of the journal section.
Reviewing is conducted by the method of double-blind peer review. All reviewers must adhere to the ethical requirements of scientific publications, requiring them to be objective and impartial. The identity of the reviewers is also not disclosed to the authors or other reviewers. Reviewers, who are experts in the relevant field of research, are appointed by the Editor-in-Chief from among leading specialists in the article's profile.
The review is conducted confidentially. If the article is rejected by the reviewers, authors will be sent a rejection notification stating the reasons for the rejection. The maximum review period for articles does not exceed three weeks.
If the reviewer recommends the article for publication after revision considering the comments, or does not recommend the article for publication, the review must state the reasons for such a decision.
An article requiring revision is sent to the author with the reviewer's comments. The author must incorporate all necessary corrections into the final revised electronic version of the manuscript and return it to the journal's editorial office within 3 days.
After revision, the article is considered in the general procedure. The article is re-reviewed, and the journal's editorial office makes a decision on the possibility of its publication.
Upon a positive assessment by the reviewer and the communication of the editorial board's decision to the author(s), it is necessary to pay the publication fee and send a scanned copy of the payment receipt to the email address: kaznau_statya@kaznaru.edu.kz.
Payment claims without confirmation of the article's acceptance for publication are not considered and not refunded. Articles paid late, provided they have been accepted for publication, automatically move to the next issue or are withdrawn from publication with a notification to the corresponding author.
After the journal's editor checks the manuscript text for spelling and syntactical errors, the article is published in the next issue of the journal.
The publication fee for master's and doctoral students is not charged if they submit the article solo.
Within two weeks, the published issue of the journal is sent by mail to the address indicated by the author(s), or may be handed over to the author(s) personally at the physical address of the journal's editorial office.
The journal's editorial office stores the manuscripts of articles and their reviews for three calendar years.
Articles received by the journal's editorial office, provided they meet the formal requirements, undergo a check through the StrikePlagiarism.com plagiarism checking system and are then sent to secret reviewers.
If the author(s) of the article have a conflict of interest with another scholar, the author(s) prepare and attach a cover letter along with the article, requesting that the specified article not be sent to a certain scholar (reviewer) and indicating the existence of the conflict of interest.
Next, a "two-sided secret" peer review is carried out by at least two scholars who hold an academic degree of Candidate of Sciences, Doctor of Sciences, Doctor of Philosophy (PhD) and have a scientific specialization in the subject of the reviewed article.
The original secretly reviewed article is sent to the reviewers via the journal's electronic platform without disclosing the authors' information. Reviewers must provide a concrete, objective, and reasoned assessment of the article's compliance with the basic scientific criteria, as well as the quality of its significance.
After receiving the reviewers' conclusion (if comments are present), the editor-in-chief sends it to the corresponding author to respond to the conclusion, make appropriate changes, and resend the manuscript to the electronic platform, without specifying the reviewers' data. The author(s) may make changes to the article and resend it to the journal's editorial office.
After the author(s) resend the article with all comments addressed, the scientific editor re-sends the materials for consideration to the reviewer(s).
An article with positive reviews from two reviewers and the responsible editor is submitted for publication in accordance with the procedure for accepting them for publication. Articles approved by the editorial board are then sent to the responsible editors, after which the comprehensively checked article is sent to the publisher.
In case one of the reviewers gives a positive and the other a negative conclusion, the scientific editor sends it to a third reviewer, who is a specialist on the manuscript's topic, or to a member of the editorial board. If the third reviewer or editorial board member gives a positive review, the final decision on acceptance/rejection of the article for publication is made by the journal editor.
In case both reviews are negative, the article is withdrawn from publication in the journal.
The editorial office does not use for its own purposes the materials of articles not accepted by the editorial board based on the results of peer review. The editor or executive secretary notifies the author of the rejection of publication by correspondence and sends them the reviewers' feedback.
